Welwyn Garden City was founded in 1920 by Ebenezer Howard, his second garden city after Letchworth. Louis de Soissons drew the plan: Parkway, Howardsgate, the Campus and wide grass verges, with red-brick neo-Georgian houses set back behind hedges.
